It's time to give new people a chance to become a delegate, so no former delegate will be allowed to run for the 2008 delegation. &lt;/p&gt;&lt;p&gt;&lt;br&gt;--Since printed floor passes have been abused in the past, there will be a 20 minute chip imbedded into the visitor's head instead. &lt;i&gt;Oh!
