They must be returned, according to the &lt;a href="http://www.fec.gov/pages/brochures/contrib.shtml#Contributions_to_Retire_Debts" rel="nofollow noopener" target="_blank" title="http://www.fec.gov/pages/brochures/contrib.shtml#Contributions_to_Retire_Debts"&gt;FEC rulebook&lt;/a&gt;: &lt;/p&gt;&lt;p&gt;&lt;br&gt;&lt;/p&gt;&lt;blockquote&gt;A contribution made after a particular candidate's election may only be applied to that election if it does not exceed the campaign committee's net debts outstanding&amp;lt;sup&amp;gt;16&amp;lt;/sup&amp;gt; for the election. A contribution that does exceed net debts is considered an illegal contribution and must be handled as such &lt;a href="http://www.fec.gov/pages/brochures/contrib.shtml#Handling_Illegal_Contributions" rel="nofollow noopener" target="_blank" title="http://www.fec.gov/pages/brochures/contrib.shtml#Handling_Illegal_Contributions"&gt;(see above)&lt;/a&gt;. A campaign committee receiving such a contribution may seek redesignation of the excessive portion. See section below. 11 CFR 110.1(b)(3)(i) and 103.3(b)(3).&lt;/blockquote&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;&lt;br&gt;As to the timing of the debt relief effort, the FEC completed a &lt;a href="http://www.fec.gov/audits/2006/20070921j_fawcett_for_cong_2006.pdf" rel="nofollow noopener" target="_blank" title="http://www.fec.gov/audits/2006/20070921j_fawcett_for_cong_2006.pdf"&gt;routine audit&lt;/a&gt; of his campaign books on September 7 that was released to the public on September 21. &lt;/p&gt;&lt;p&gt;&lt;br&gt;I'd be much more inclined to draw the conclusion that Fawcett, upon final notice of achieving compliance, is closing the books on his campaign committee and now must resolve the remaining debt before the Dec. 31 filing deadline. &lt;/p&gt;&lt;p&gt;&lt;br&gt;A conclusion supported by Fawcett's repeated public statements that he will not run again in 2008. What is unsaid here is that the technique of repaying campaign debt with a multi-month strategy is often used as a technique to raise money, name ID, and awareness in preparation for another run.  The timing is particularly notable given that Fawcett has had nearly a year to start this effort but waited to the brink of campaign season to get the ball rolling. &lt;/p&gt;&lt;p&gt;&lt;br&gt;Wendy, did you ask Fawcett what he will do if he raises more than the money he owes himself? Surely an intrepid reporter with such amazing skill and prowess asked the obvious question... what did he say? No argument from me though I think raising the Soros boogeyman is a little silly. &lt;/p&gt;&lt;p&gt;&lt;br&gt;But Fawcett's campaign books were in the black at the end of 2006. Meanwhile, Rep.
