    "A huge problem for higher education?" Indeed it is, Senator Johnson. The Board of Governors and the President of CSU have been shifting money away from instructional units for some time. It's about time SOMEONE, the JBC, the Governor, the Executive Director of the CCHE, SOMEONE figure out a way to prevent student tuition from flowing down the 'flavor-of-the-month' ratholes and make sure that student tuition dollars follow students into their classrooms.
