There are checks in place at both levels to prevent the minority from being gagged, as it were.&lt;br&gt;&lt;br&gt;However, referendums to amend state constitutions are legal in many of the states, so in this case the majority does "rule," though only if the measure actually makes it to the ballot.  Here we see that it did so in only two of five states, though it will almost certainly pass in those two.</description><dc:creator xmlns:dc="http://purl.org/dc/elements/1.1/">A. Apparently you believe that until the votes are in opposition to your views and you then plead repress every possible vote.  What are you afraid of?  Let the people decide.&lt;br&gt;The standard defense you use is the people are so stupid that they are being manipulated by Connerly. How about the citizens of California, Michigan and Washington understood exactly what they were voting for.  They object to racial preferences.  Why is that so difficult to understand?&lt;br&gt;&lt;br&gt;The American system allows for majority rule.
